Programme of the Year Award

The APM Body of Knowledge 7th edition defines a programme as “a unique and transient strategic endeavour undertaken to achieve a beneficial change and incorporating a group of related projects and business-as-usual activities.”
Our Programme of the Year Award is presented to the team that has achieved excellence in delivery of a programme which has achieved successful outcomes. Some or all of the benefits should be shown to have been achieved during the last year in order for the programme to be eligible for this award.
We require entrants to these categories to produce a submission of 1,500-2,500 words (in English) based on the judging criteria for that category. Entrants may also submit up to four supporting images or graphics only (no text apart from captions). Video and audio is not accepted as part of the submission.
The Programme of the Year category consists of two stages, the first stage being the written submission mentioned above and the second stage requires all finalists to present virtually to a panel of judges.
Judges will award the team whose programme has demonstrated the most effective use of programme management techniques, achieved the greatest results, and provided evidence of innovation and lessons learned for the profession. Programmes from all sectors, and from across the globe, may apply.
Winner | Autoridad para la Reconstrucción con Cambios (ARCC)
In 2017 Peru suffered devastating flooding from the El Nino weather phenomenon which brought torrential rains to coastal regions of the country. The flood waters destroyed homes, roads, schools, hospitals and many lives and livelihoods were lost in the tragedy. In response to this, the Peruvian government set up the Autoridad para la Reconstrucción con Cambios (ARCC) Programme in 2018 to rebuild the social infrastructure in the region, schools, hospitals, flood protection measures.
This unique programme has already started delivering benefits to the peoples of Peru and it become the top performing government entity in Peru’s public sector.

Judges Special Mention | HMRC Enterprise Security Programme, HMRC
HMRC’s Enterprise Security Programme is a three-year, multi-million pound initiative which is delivering a diverse portfolio of change, ranging from tactical measures to strategic transformation across the entire organisation, including targeted security improvements, innovations to our critical national services, safeguarding public confidence and critical services to our customers.
Despite adversity and tight budgets, outstanding leadership, stakeholder management and collaboration has meant that the Programme has mitigated significant financial and organisational constraints to successfully meet its objectives as stated in the Programme Business Case delivering on time and on budget.
Finalist | Innovation: Ahead of schedule with Critical Chain - Challenger 3 Tank Programme, RBSL
The British Army urgently requires upgraded Challenger-3 Tanks to meet the Russian threat in Eastern Europe. Innovating the planning and delivery approach with Critical Chain Project Management resulted in £320M of major subcontracts being placed on time. This innovation also enabled passing the quality and maturity Critical Design Review gate ahead of schedule and on budget, which exceeded customer expectations.
In a new Joint Venture, Critical Chain brought a focus on team synchronisation and flow to deliver the critical path, helped to highlight and address conflicting priorities and engaged the workforce on their mission; to support our customers’ NATO commitments.

Finalist | HS2 Enabling Works Programme South, Costain-Skanska joint venture
Costain-Skanska joint venture delivered the Southern Enabling Works Programme for High Speed Two over a six-year duration, completing in 2022. The programme’s structure balanced the technical and leadership stability of a Programme Management Office, with the agility of specialist and empowered project teams.
The programme delivered widespread benefits including unique measures to improve the health, safety, and well-being of its staff and neighbours, and add social value to communities. Technical innovations to improve best practice and sustainability efficiencies to reduce the overall carbon footprint of the scheme have been learned-from and the knowledge shared with the wider industry.
